Public administration includes, for example, ministries and state agencies, rural municipality and city governments, associations of local governments, foundations belonging to the state or local government, diplomatic units and consulates. Public administration jobs are also held in the Social Insurance Board, the Estonian Unemployment Insurance Fund and the Health Insurance Fund, as well as in various public administration organisations such as the Estonian Employers' Confederation, the Estonian Language Foundation, the Estonian Trade Union Confederation, the Estonian Children's Fund, the Estonian Human Rights Centre, etc.
OSKA's public administration sector employs about 25,000 people, most of them in support services, social services, work and health and economic, transport and energy positions. In the future, the number of employees in public administration as a whole will decrease.
One of the biggest tasks in public administration in the next decade will be the development and provision of new services and adaptation of existing ones under the influence of population trends. Technological solutions that enhance the work of public administration are becoming more important. Thus, more social, labour, health, IT and data protection workers are needed. On the other hand, there is less need for support services, construction and land consolidation.
Most of those who have acquired public administration education do not work in the field of public administration. However, not all graduates of public education curricula may have enough professional work. Rather, employees are sought who, apart from understanding how the state works, also have a thorough knowledge of their field of work.
